What version of QB64 are you using? And what is the .BMP it is asking for?
Without more details, I can only quess that you may be using a really old version of QB64.EXE that required a .BMP as the icon located in a /data folder. Early version of QB64 required the QB64ICON.BMP to run, as well as the programs that it compiled. Without that .BMP then the program would nor run.
New QB64 versions do not use the data folder or the QB64ICON.BMP. So I'd recommend upgrading to the latest QB64 if it will run in WinServer R2 (I'm not sure it will...). If not, you will need to get the /data folder contents of the version you are using.
